Planned hospital building





Building C is ment to be some sort of evaluation hospital while building A and B are restored and after that a badly needed complement to the two other buildings.
The alternative is to close the maternity hospital during the construction time about 1,5 year or to find enough places for the patients at hospitals in other cities.
Building C – with 40 rooms for different inability inclusive 50 beds for patients – would be just what dr Lydia need for her activities at the maternity hospital.

Most of the pregnant women are in such a bad shape during their pregnancy, 
that they need special treatment in  hospital. 


Economic calculation


Conditions
At the time (2003-02-20) it is impossible to make a real budget. 
A real budget demands, that we can be in Novozybkov long enough to be able to do it with the help of Russian experts. We therefore assume:  
1) the economical calculations from the hospital. 
2) the knowledge that we have within the project concerning building technique and economy
    (Gunnar Sundqvist) and
3) the cost that we already paid for the roof of building A (30 000 SEK) which can be put in relation to
    other normal costs for building material and services.

  

Restoring A and B

Both buildings have an area of about 775-800 square meters. They are built of stonse and shall practically be blown out, which means new floors, new windows, new furnishing, new electrical installations, new water and outflow installations and for building B a new roof.
The Russians mean that the cost for that is about 500 000 crowns or 925 crowns/square meter. That shall be compared with the normal Swedish cost of 12 000 crowns / square meter.
As far as we know (2003-02-20) the restoring of A and B will cost about 1 million crowns.


Construction of building C

Building C, that is as big as A and B, is a prerequisite before restoring A and B. Otherwise the patients have to be evacuated to other cities. One of them is Klincy about 70 kilometre from Novozybkov, where most people do not have their own car. 
The total cost to build C is about 6 447 000 rouble which is the same as 2 million 13 000 crowns.
The work will take 2 760 hours/man or 1,46 year for 10 workers. To that comes 8 months for projecting the building. 


Finance
Alternative I
The project ask for 1 million SEK to renovate the buildings A and B and 0,5 million SEK to exchange furnishing and medical equipment. This includes costs for administration, travels, transports, documentation and so on.
Total cost 1,5 million SEK.

The project ask all Lions Clubs in Sweden to pay 65 crowns per member, which will be 14 700 x 65 SEK = 955 500 SEK. We also have hope for a grant of 75 000 USD from Lions Clubs International Foundation (LCIF).

Alternative II
The project ask for 3 million SEK to construct building C (2 million SEK) and renovate buildings A and B (1 million SEK) and 0,5 million SEK to exchange furnishing and medical equipment. This includes costs for administration, travels, transports, documentation and so on.
Total cost 3,5 million SEK

The project ask all Lions Clubs in Sweden to pay 65 crowns per member during three years, which will be 14 700 x 65 SEK = 955 500 SEK per year or 2.866.500 SEK. We also have hope for a grant of 75 000 USD from Lions Clubs International Foundation (LCIF).


Service in return (from Novozbykov)

The Administration of Novozybkov shall, as a service in return to the Swedish Lions Clubs, renovate the laboratory building east of the buildings A-C. 
The Administration also have to – to minimize the risk for further infection - build a special clinic for HIV-infected, pregnant women.


  
How to carry out the project

Goal I

The goal of the project is to on the first hand collect 3 million SEK (3 years) or on the other hand 1 million SEK (1 year) so that:
1) C can be built and A-B renovated or
2) A-B can be renovated. 
We are going to ask for economic support from different authorities and/or organizations.   



Goal II
The project will be presented to the Governors Council Meeting in February 2003 and for the Swedish convention at the end of May 2003. Hopefully the project from 2003-07-01 will be a question for the multi district 101 Sweden.
The project ask all Swedish Lions Clubs to pay 65 crowns per member during one or three years. All Swedish Lions clubs shall also get the possibility to get their own mini-project within the Lions project Children of Chernobyl / Novozybkov. 


Goal III
At the end of 2003 the multi district 101 Sweden will ask for a grant from Lions Clubs International Foundation (LCIF) with 75 000 USD.


Goal IV
The last goal is to if possible use funds from Core 4 to education of the hospital staff in Novozybkov.



Who will be concerned

All Lions Clubs in Sweden.
The project will even ask for support from for example the Swedish church, community, authorities and other humanitarian aid organizations.


How to realize the project
Representatives for the project have opened discussions with responsible persons in Novozybkov in order to realize the project.

An agreement have been signed with the mayor, the Savings Bank of the Russian Federation and LC Vallentuna. Money can therefore be sent to the maternity hospital with no risk.
Each payment demands 1) a specified verification, 2) sign by dr Lydia, 3) signed by the mayor and 4) sign by Anders Rönnholm (who wrote the agreement).
