Goal
Our goal is to give dr Lydia
Vladimirovna Bavkunova and the women of the radioactive polluted town
Novozybkov in Russia the best possible maternity hospital where life begins.
The health of newborn children and their mothers are of great importance to the
future.
History
The project was originally
born in LC Vallentuna. At the time for the project plan 2003-02-20 it was a
project within district 101-U. However, the plan was written to make it a multi
district project for all Lions Clubs in Sweden. It offered two possible
alternatives:
1) to restore the two
buildings A and B and to build a new building C or
2) to restore the two
buildings A and B.
In both cases we plan to
furnish the buildings and exchange existing medical equipment to more modern
equipment from Sweden or elsewhere.
At the Swedish Convention in
Piteå in May 2003 the project was accepted as a multi district project.
Alternative 2 was chosen. All Swedish Lions Clubs were recommended to make a
contribution of 65 Swedish crowns (SEK) per member in order to collect 1
million SEK. From the start there were also plans for a Grant Application to
LCIF.

The project
The project aims at
restoring two existing buildings A and B within the Maternity hospital in
Novozybkov, Bryansk region, Russian Federation.
At the Swedish
Governors Council in Denver, Colorado July 1, 2003, Monica Antonsson officially
became the project manager and Anders Rönnholm the vice project manager
responsible for the projects economy - See page 251-254.
As a consequence –
and after detailed instructions from past IRD Bruno Pettersson, Monica
Antonsson and Anders Rönnholm went to Novozybkov, where agreements were signed
with:
1) major Ivan
Nesterov
2) dr Lydia
Vladimirovna Bavkunova
3) the local Savings
Bank
4) the Tax authority
and
5) the Medical
Department in Bryansk.

Thanks to that
we:
1) have full control
over whatever humanitarian aid we in the future will send to Novozybkov.
The mayor agreed that we have the right to decide
every detail of the project, where to put
humanitarian aid gifts and so on.
2) have a very close
cooperation with dr Lydia whom we really trust. In fact we are in
touch with her by e-mail and telephone
almost every day.
3) have got a so called
dollar-account at the local Savings bank, which makes it easier to transfer
money. Dr Lydia is the only one who can get
money out of the account – after both mayor
Nesterov and Anders Rönnholm have sign the
papers.
4) are free from WAT
taxes within the amount 3 700 000 roubles, which means that we do not
have to pay the 18 per cent taxes on for
example building material. This is a unique decision
made as an exception for the first time in
Russia. It took several visits and meetings with the
authorities in both Bryansk and Moscow to
get it.
5) have full a
trustable control authority on our side. A representative from the medical
department
lives in Novozybkov during the building
time. He makes observations and sends regularly
reports to us of how the work is going on.
If he thinks, that the work is badly done, he is in
position to stop it.
Economy
Our plan is to
finance the project with contributions from every Lions Clubs Sweden with SEK
65 for each member, money as gifts from other organizations, from private
persons and from activities in Lions Clubs Sweden. We will also apply for a
standard Grant from LCIF.
Buying
contractors/Budget/estimate costs
The buying of renovation has been done through
official buying in Bryansk region according to Russian rules for buying. Costs
estimates have been received, analysed and compared of the administration in
Novozybkov, the Maternity Hospital in Novozybkov and the control organization
Medical department in Bryansk. One of the most important points in this buying
was that the contractor must do the renovation during 75 days without lower
one's standards of quality. The hospital must be evacuate and closed for 75
days during the renovation and all patients must go to other Maternity
Hospitals in Bryansk region, (town Klintsy and Klimova about 70 kilometres from
Novozybkov). Agreement between Maternity Hospital Novozybkov and the Contractor
is controlled by the administration of Novozybkov and Medical department in
Bryansk region.

Agreement between Maternity Hospital Novozybkov
and the Contractor is controlled by the administration of Novozybkov and
Medical department in Bryansk region.
After a lot of discussion with different
control organization we decided to choose Medical Department in Bryansk. Our
intentions were to find a control organization witch in a proper way could do
all controls in an impartial way. Medical department is a control organization
who has by direction to control the construction of all new hospital building
and renovation of old hospitals. They should also control private contractors.
Lions Clubs International Sweden and Medical
department Bryansk has signed a Cooperation Agreement between each other.

WAT
Lions Clubs International Sweden has as a
demand that we not shall pay any WAT. Together with Maternity Hospital we began
to discuss with the local tax authorities that we shouldn’t pay any WAT.
Unfortunately they rejected our application. Next instance we send our
application to, was the region Bryansk tax authorities, also they rejected our
application but they send our application to the government in Moscow (tax
authorities commission for Russia) After one month and lot of contacts with the
tax authorities commission and also the commission for Humanitarian aid in
Russia the decided together to give us liberation not to pay any WAT for all
materials we bye for our project.
Money transferring between Lions Clubs International
Sweden and Maternity Hospital
All transferring of money is regulated by an
agreement between Maternity Hospital Novozybkov Chief Doctor Lydia Bavkonova
and Lions Clubs International Sweden.
Lydia Bavkonova and a responsible person from
the contractor shall sign all invoices and send the invoices by fax to Lions
Club International Sweden for sign.
Fore each 500.000 roubles there must be two
different controls:

The invoices against used
material and hours of work
-
The performed work.
Lions Clubs international Sweden will send money
to an account in The Saving Bank of the Russian Federation (Branch Novozybkov).

Time
table
Building
B
The renovation of
Building B (the white maternity hospital) started March 10, 2004 and will be
finished July 1, 2004.
Building
A
Building A (the red
gynaecological clinic) is planned to be restored during September 2004 –
January 2005, if we get the Grant from LCIF.
Furniture
and medical equipment
When it comes to
furnishing the buildings with both furniture and medical equipment we now
cooperate with the Salvation Army in Västerås, Sweden. The reasons is that 1)
we have no storehouse anymore (it takes four months to get each transport
acknowledged as humanitarian aid and free of charge), 2) the Russian laws have
changed which have made the administration of each transport very hard and 3)
the prize for a long distance truck transport to Novozybkov has raised with 35
per cent to 35 000 SEK.
It is still
profitable to send medical equipment but probably not furniture. LC Vallentuna
therefore ordered 80 brand new, Russian hospital beds of stainless steal with
as many tables/cupboard
to a price less than
what the transport of 60 second hand hospital beds from Sweden would cost. As
it seams now, it is better for us to collect money and buy the furniture in
Russia. However,
Furniture and
medical equipment have nothing to do with the project. The project is only
about the restoration of buildings A and B.
Inspections
Due to our agreement with the Medical
Department in Bryansk (MDB) – See page 46 - they will, during 2004-03-01 –
2004-06-30, carry out regularly inspections of the work at Building B, each
time the total cost passes 500 000 roubles. They have if necessary the right to
stop both the work and the contractor. After each control they are sending
reports to the project management in Sweden. See page 18 and/or 50.
A final inspection
shall be done before 2004-07-15.
When it comes to
Building A we will ask for similar agreements.
Final
statement
When our undertakings are fulfilled, we will of course not
just leave it and forget about it. We will try to somehow get the best medical
equipment and furniture on at first hand club level. That means that we will
work hard in LC Vallentuna and encourage other Swedish clubs to do the same.
Thanks to that we will during a foreseeable future have the possibility to
regularly follow up what happens at the Maternity hospital in Novozybkov.
Hoping that the District-assembly will make a positive decision
and will sanction the Lions project Children of Chernobyl / Novozybkov, we
